It is extremely rare that I say this, but can we please take a leaf out of the USA's book and ban pants worn around the thighs? Drunks and mentally retarded folk will probably still do it, but must we allow it under some deadbeat fashion pretense? I propose picking up the ball where Atlanta City Council has placed it, and adding a little good-natured Australian influence - folks who regularly expose their underwear around their arses are entitled to heavy boots, applied swiftly to said regions.
